Why Stop at AA?

This handbook doesn't cover AAA level guidelines — and here are a few reasons why it shouldn't.

AA is the Global Standard

AA compliance is the globally accepted level of compliance. This level forms the basis of accessibility laws around the globe. Achieving AA compliance will serve the vast majority of people who live with disabilities.

United States
Section 508 (revised 2018) aligns with WCAG 2.0 Level AA.
European Union
The European Accessibility Act requires WCAG 2.1 Level AA for public sector websites.
Canada
The Accessible Canada Act references WCAG 2.1 Level AA.
Australia & UK
Both countries mandate WCAG 2.0/2.1 Level AA for public sector bodies.

The Hurdles of AAA

AAA compliance makes digital products accessible to almost everyone — including people living with multiple, severe disabilities. But the cost is significant:

  • AAA requires substantial investment in research and testing with people with disabilities (PWDs).
  • Some AAA guidelines may affect the visual design of the product in ways that conflict with brand requirements.
  • Specialized peripherals and testing conditions are required.
  • Most regulatory bodies have made AAA compliance optional for these reasons.

Understanding the ROI Curve

Think of accessibility compliance as an investment curve:

  • Level A: Low cost, high impact. Most users with non-severe impairments can use the product. Revenue increases significantly.
  • Level AA: Higher investment, but the ROI remains stable. Users with severe disabilities gain access. This is the sweet spot for most organizations.
  • Level AAA: Complexity increases rapidly. Some criteria may require compromising designs, potentially alienating users without disabilities — dropping ROI below zero.

So Which Level Should We Target?

A compliance is the basic floor. AA compliance ensures the product is usable by the vast majority of people living with disabilities. Although an AAA target is ideal, it may not be feasible given financial and timeline constraints.

For most organizations and most legal requirements, targeting AA level compliance is the right call.
